How to achieve the aim of 100% accessibility to the results of publicly-funded scientific research as soon as possible?

This is the question raised by the European Commision in its recommendation on 17 july 2012 inviting member states to adopt a position on a statewide open access policy to their research results.
Based on this recommendation, the goal of this meeting will be to reflect on how to build a proactive open access policy in France, acceptable to all, in order to ensure a successful outcome.
